SAVANNAH — Thomas R. Brockbank, P.E., with the U. S. Army Corps of Engineers Savannah District, received the 2009 Society of American Military Engineers' James Connolly Award on Feb. 16 during National Engineer Week's Technical Training Conference at Armstrong University in Savannah.
Named in honor of James B. Connolly (1868-1957), Olympic gold medalist, Spanish-American War veteran, distinguished author, and Savannah District Army Corps of Engineers employee, the Connolly Award is presented annually to a civilian or military engineer for notable contributions in the field of engineering.
Brockbank was recognized by the SAME Savannah Post for outstanding support of the Savannah engineering profession while serving as chief, Center of Standardization Section, Design Branch, with the Corps' Savannah District. He manages the development, production and life-cycle improvements of standard designs of company operations facilities, tactical equipment maintenance facilities and brigade/battalion headquarters for the U.S. Army worldwide.
With a $1.4 billion construction program, Brockbank and his team of 16 professional engineers and architects managed execution of an unprecedented, highly complex workload that required extensive coordination with military customers worldwide and multiple design/construction firms under contract to the Centers of Standardization. His team developed some of the Army's first ever adapt-build standard design packages, which gives designers a full set of working documents to adapt for follow-up projects, allowing significant savings in time and cost.
Brockbank is a 1977 graduate of Georgia Tech with a bachelor of civil engineering. He is a registered professional engineer in the state of Georgia. In addition to his current position, he has served the Army in assignments at Fort Stewart, Washington, D.C., and Wiesbaden and Heidelberg, Germany.
He is the son of Bobbie Brockbank Jordan of Tifton and the late Thomas S. Brockbank. He and his wife, Penny, have been married for 27 years and are active members of the Cathedral of St. John the Baptist Catholic Church.
The U.S. Army Corps of Engineers' Savannah District manages and oversees a multi-billion dollar military construction program at 12 Army and Air Force installations in Georgia and North Carolina. Eye care office, patients give back
