FBI fugitive caught in Ty Ty

TIFTON — A fugitive considered armed and dangerous by the Federal Bureau of Investigations and the Carroll County Maryland Sheriff’s Department in Westminster was arrested in Ty Ty Wednesday night. In another incident, two deputies were injured making an arrest.

Lawrence Richard Horner, 25, listed with a residence address of 18 Palmetto Road, Lot 3, was arrested at 7:20 p.m. Wednesday at 107 Nelson Street in Ty Ty.

A spokesman at the Carroll County Sheriff’s Department Detention Center said Thursday that Horner, who was being held at the Maryland facility on charges of robbery with a deadly weapon, escaped March 19. The investigator in charge of the case in Carroll County could not be reached for comment on what weapon Horner is charged with using in the robbery.

Horner gave a false name, Scott Richard Humple, when he was arrested and charged with misdemeanor obstruction May 20 after an incident behind the Tifton Marriott hotel. A Tifton police officer had spotted Horner acting suspiciously in an area recently hit with automobile break-ins. Horner was arrested after a foot chase.

He posted bail and was released from the Tift County Jail before the FBI could positively identify him by fingerprints as the man wanted in Maryland.

The Tift County Sheriff’s Department’s Chief Deputy Bruce Willis said deputies Ricky Day, Mike Watts and Steve Wood made the arrest without serious incident. FBI Special Agent Roy Brown was also on the scene of the arrest.

Brown said Thursday state law enforcement agencies can secure a felony escape warrant and call in the FBI to assist when they suspect a fugitive has crossed state lines “to avoid confinement or prosecution.” Horner will be charged by the FBI with unlawful flight to avoid confinement.

Brown said the Maryland investigation revealed that Horner may have fled to another state and then to Georgia.

“The FBI network really puts us at an advantage. All we needed to know is he had felony escape charges and that his history indicated he may be armed and dangerous,” Brown said.

Tift County’s Chief Jailer Milton Ring said Horner will remain at Tift County Jail until he is extradited and Maryland officials pick him up here.

In another early Wednesday incident, two Tift County Sheriff’s Department deputies were injured early Wednesday morning arresting a man wanted on charges of disorderly conduct and family violence by the Tifton Police Department Artis Otis Poke, 35, 504 W. 23rd St., was arrested at 4:30 a.m. Wednesday at 10 Prince Ave. Charges of one count of obstruction of an officer with force and two counts of obstruction of an officer without force were added when, according to the county’s incident report, Poke fought with deputies before his arrest.

Tift County Sheriff’s Department Chief Deputy Bruce Willis said Thursday that the Tifton Police Department had notified his deputies of the warrant and asked for their assistance.

Deputies Karen Reed and Floyd Cospelich made the arrest. According to Willis, Cospelich was suffered a severe knee injury and was transported to Tift Regional Medical Center for treatment.

“He is probably facing surgery on the knee in the near future,” Willis said.

Reed received superficial injuries during the struggle.
